So about to start getting kit together for a new gaming PC. I was going to go all in and try to get ready for 4k experience but I have since decided im going to stick with 1440p until 4k is more mainstream (maybe upgrade in a couple of years)

My current situation is I bought a PC 2.5 years ago and wanted it to last 4 years but I am starting to see drops in frames on new games now. I bought it just before ddr4 became a big thing and my mobo does not support it etc.

With the speed things ar going now I wondering if its better to be a bit more conservative and just get a new rig every 2 years. I want to be able to play at 1440p at high settings and keep decent frame rates with my g-sync monitor. Do you think the following will be ok;

Gigabyte Z370 AORUS Ultra Gaming Intel Socket 1151
Intel Core i5 8600K 3.6GHz Hexa Core (Socket 1151)
16GB Corsair Vengeance LPX 3000MHz DDR4
Palit GeForce GTX 1070 Ti Dual 8GB Graphics Card
WD Blue 3D NAND 500GB 2.5" SATA III SSD
Seagate BarraCuda 2TB SATA III 3.5" Hard Drive
Cooler Master G650M 650W Modular 80+ Bronze PSU
Corsair Hydro Series H100i v2 High Performance Liquid CPU Cooler

I will most likely avoid overclocking at first and just do it when I need too. Going to try and avoid fiddling for as long as poss.

if you are talking about CPU, check this out:

you are interested in 1440p results which. 8700K have 4% average advantage over 4770K/4790K which is totatly meaningless. with 4K or less than 1080Ti the difference would be even smaller (read no difference at all).
So since you are with limited budget, a nice 1080Ti would be the best upgrade for your needs.
the rig you posted is kinda OK.
Though if you intend to overclock, i'd recommend getting better MB and probably better PSU.
Also, the wannabe liquid cooler toy is just a waste of money as half priced air coolers do same or better job at lower noise.

BUT, more important thing is what you have right now.
If you have 2-3 years old computer you might get away with upgrading GPU. for 1440p@144Hz you might want 1080Ti to last few years. 1070/1070Ti are on the edge of being able to push high FPS right now.

I have an i7 4790k on a ASUS z97 Prod mobo with 16 gb ram (only ddr 3 though) wont it bottleneck if i just upgrade the gpu? I mean if i dont have to build new rig i guess id go with the 1080 ti

for 60Hz 4790K is way more than enough.
this CPU is great for 100+ FPS.
so really, you just need a 1080Ti.

as a side note, 4K gaming is overrated. IMO 1440p@144Hz is much more fun. 3440x1440 @100Hz is also very fun.
In any case, the 1080ti is the right choice. everything else can serve you a year or two at least.
