Gaming Upgrade Suggestions

Hello! Fallout 4 is right around the corner, and I was wondering what I should upgrade for it and other future games. I play games at 1080p and will most likely be using quite a bit of graphics and texture mods for the game. Here are my current specs:
CPU: I7 960 @ 3.2ghz
GPU: GTX 970
RAM: 12GB
Motherboard: MSI X58A-GD45

My budget is about 740$. Should I go ahead and purchase a GTX 980? Or how about a CPU with a new motherboard? I could use some suggestions! :)
 
For my CPU and Motherboard, I was thinking of going with an I7 4790k and an MSI ATX DDR3 2600 LGA 1150 Z97-G45 GAMING motherboard Would those be good for a few years?
 
I don't see an i7-960 having many issues running anything contemporary. About equivalent to a recent i5 in terms of stock performance. A little overclocking and it is perfectly capable.

I had my 950 sitting at a comfortable 3.67Ghz while undervolted. Never could get the memory to keep up with a better overclock.
 


I couldn't get my ram to post past 1800Mhz witht bios but could once inside windows. Then I did a bios update and could push a set of 1600Mhz up to 2200 something ( that was 6 years ago ) cant remember the exact speed through the bios.

That's back when I had time to play around, had a huge excel sheet that had every setting. Went from a 23 multiplier all the way down to 19 with each blck starting from 190 up to 218 where the blck would top out at. I had every ram Mhz and timing for each step as well.
