Gears of War 4 gpu usage?

Hi, i've a Pentium G4560 & gtx 960 4gb, i know I've a very low end cpu, but on some modern games like ghost recon wildlands/rainbow six siege/Overwatch i get min.%70gpu usage %90-100cpu usage but on gears of war 4 it's max. %20gpu/%90-100cpu, is it normal?

Yes this is normal for a CPU with the performance as yours. The first mention games are more reliant on the GPU than the later game mentioned. As you are no doubt aware the fact you have a CPU bottleneck, this is why Gears of War is using more way more CPU than GPU.
