Geforce GTX 780 blue dots on screen

Hello, so recently I've started having an issue with my graphics card where I'm basically having blue lines around the screen, I attempted to reformat the computer, and updated the graphics driver with no luck. I also tried unplugging the card and cleaning the connectors and pci slot (in the case if dust might have been causing it). If anyone has any suggestions I would really appreciate it. Images below to have an idea of what is going on.

Also, code 43 error which I was told would either be a software or hardware issue. The thing is I'm able to receive display with my hdmi plugged into the card itself, so I know the card is running (so I'm not sure if the card can be partially fried or whatever the case may be).

Not sounding good. Artifacts can be a sign of a failing gpu, can you test in a another system?
