Get a better router?

So I have ATT U-verse and I am paying for their best service which is up to 45MB/s. Speed test confirms these speeds but I am seeing about 1/10th of that when I actually try to download a game.

Right now I am trying to download a 9.1GB game and Steam is telling me the speed is 4.5 MB/s, I know that a few weeks ago I was only able to get 6.1 MB/s.

I am using the standard U-verse router, my drive is a Samsung 850 Pro, Cat 7 networking cable, and my MB is an Asus ROG Maximus VIII Formula.

Nothing else is going on that should be slowing my internet connection so much.

So is this normal? Or should I look into buying a better router?

4.5MB/s is 4.5 megaBYTES per second -- ISP speed is in megaBITS. You are getting about 36Mbits with that speed. In the middle of the day that isn't bad.
Kanewolf is right. You have 45Mbps(megabits per second) from your ISP. Steam shows 4.5MB (megabytes per second). There are 8Mbps in 1MB so 4.5MB x 8 = 36Mbps download speed. All I can think is to play around with DNS settings. Ideally, your ISP DNS are the the best in respect to content delivery services such as Akamai, but you can try using Google or OpenDNS to see if they resolve the DNS at a closer Akamai server, which in theory should give you better speeds.
