get low frames in fallout

My specs are a:
Nvidia gtx 970
i5 3570k 3.40 hz
and 16 gb of ram

When I play fallout 4 I get around 30-50 fps around the world is this normal for my pc or is something wrong ?

Getting a new CPU won't really help you, Fallout 4 can get quite CPU bound, but it's running into performance issues regardless of what CPU you have. Overclocking your 3570k might help a bit for some areas of the game, but even then you're still going to encounter framedrops on occasion.
You're doing quite well considering your CPU is only running at 3.4 Hz, computers from the 70s are clocked higher than that!

Seriously speaking, Fallout 4 does have some performance issues. Turning down God Rays to low or turning them off really helps performance. Turning down the shadows can also help. You can search for some ini tweaks that help performance for some people. Even then, there are some areas of the game where you will hit frame drops into the 40s or even high 30s and there's pretty much nothing you can do about it. The area around Goodneighbor is one of those areas for me.
