[SOLVED] Getting 300 Mbps on wifi but only 6 Mbps on ethernet ?

This morning I opened my computer and my internet was perfectly normal. All of a sudden websites stopped loading and I checked my performance in task manager and it showed the ethernet tab spiking from 0kbps to random numbers upwards of 100 and back down immediately. It has been doing it all day. My phone's wifi is perfectly fine, it is purely the ethernet.

What I have tried:
Using a different ethernet cord, factory restoring modem, factory restoring PC, installing newest drivers, resetting network settings, renewing and releasing my ipconfig, and many other things that came to mind. Nothing has worked yet. On fast.com my computer achieves a total of 7mbps and my phone gets around 300. Unfortunately my computer only uses ethernet as it's form of connectivity so I cannot test if it's my computer or it is the modem itself.

I have contacted my ISP and they said everything is fine on their end. Please help!

Other info:
My ISP is Rogers (I live in Canada)
Computer is relatively new as well as modem (can get the modem model if necessary)
This has never happened before

Ok. How would I start using Linux? I won't be able to download anything on the PC.
Download this iso:
https://www.spi.dod.mil/docs/TENS-3.0.2_public.iso

Then write it to a CD. Or to a usb with rufus:

Then boot the cd or usb and you'll have a live linux os running in ram that doesn't touch anything on the computer. Run a speed test using the browser there.
Make and model modem? Make and model router? Could be a combined device.

What connection path exists between computer and router?

Noted that you tried other Ethernet cables - any Ethernet wall jacks, switches, or powerline adapters along the path between computer and the router (or modem router if combined)?

Typical connection path/line diagram for a wired network ( ----> representing an Ethernet cable).

ISP === Coax, telephone, fiber ===> Modem ------>[WAN port] Router [LAN ports] ----> wired devices and ~~~~> wireless devices.

Edit and correct my line diagram as necessary.

Modem info:
Vendor: technicolor
Model: CGM4140COM
Product type: XB6

The modem is directly next to my computer, ethernet cord goes directly from the port into the computer. Coax cord is also in the same room right next to the computer. Theres nothing along the path from the modem to the computer as it's just like a foot away.

I called my ISP today and they are sending someone on Wednesday to replace my modem and try to fix the problem so I think my best bet is just to wait it out. Thanks anyways, if you come up with a solution or need any other information I will be checking the post!
 
Do try the linux live cd/usb.

Linux may prove that windows is the issue but if the ISP has determined that a technician should come out then just let that happen anyway.

Especially with the problem being somewhat intermittent.

Just let the technician do their work but test with your computer before they leave.
