getting fps stutter on good computer.

Ive been getting bad fps stutter on my computer when playing games. not sure what it could be any help would be awesome. I thought it was my old 970 so i upgraded to a 1070. then my buddy got a 2070 rtx and he gets 100+ fps in battlefield v. so i upgraded to a 2070 rtx as well and only get around 40-60 on ultra.
computer:
amd FX-8350 unclocked
2070 rtx evga 8gb
970 msi mobo
16 gb ram (2x4, and 1x8; getting 2x8 gb soon)
power supply is a 650w gold
6 fans, one liquid cooler

please excuse any misspelling or inaccuracy any help would be appreciated thanks.

It could have to do with your RAM. Running BF on ultra is pretty intense and most RAM is expected to be run dual channel (even number of sticks) what is your ram usage when playing?
