[SOLVED] Getting high CPU usage and high power usage at idle.

when I run any application it will use high power as well as max speed of CPU. I Already disable turbo boot and using PC in Balance mode. This problem happen when I started using blue stack and enable virtualization.
My PC: HP Compaq pro 6300 SFF, i5 3740 3.20GHz, Ram 8 GB, Radeon 8580, 339A mobo, 320 watt power supply Chinese.

Please help.

Scan showing no threats and I already uninstalled BlueStacks.
New update Processor fan is not working.

Any program that I run consumes 100 %CPU. Task manager also showed high voltage use.

I Already disable turbo boot

Turbo boost is responsible for boosting the CPU clocks when it needs to, if you disable it there is no boosting anymore and everything runs at a set clock.
My guess would be that your bios defaults to high clocks, unless it runs at 3.2ghz which is base clock.

if it overheating fix that first. replace fan, cooler, redo thermal paste
