Question Getting low GPU usage and bad performance on games

So I have a gtx 1060 3gb SC from EVGA and it's under performing like crazy. For example I'm struggling to run borderlands 3 even on low at 60fps and Overwatch on low should be 250+ fps but I only get about 100~120.

So I downloaded MSI to check my gpu usage and it's low, it sits about 30% to 60% no matter the game. But on benchmarks (heaven and superposition) it goes to 100% and I get the expected results, 5868 on superposition and cant remember the results I got on heaven but they were what you would expect.

So my guess why I'm getting bad perfomance on games is a CPU bottleneck so I tested the card on different systems with different PSUs also, an i5-4440 and an i3-9100f but got the same results, the gpu usage is still low and lower than the fps I should be getting.

I already tried DDU the drivers and since I just got a SSD, I'm also running a clean install of windows.

I'm currently using a fx-8320e and gaming at 1080p.

Where does it say you should get 250+fps with a FX-8230e?

Also, what's your RAM situation?

P.S. the other CPUs you tested with aren't really barn burners in the CPU world, today.

Just comparing to what other people with the same specs are getting. Funny thing is that I can get this fps on overwatch on the training range where the gpu usage will be around 75% to 90%, but when I go into an actual game where it will be more demanding for the card, the usage drops to below 50% while the cpu usage stays at around 70% (looking at individuals cores here) no matter where I am in the game.

And I know the cpu that I tested are not that good, but the i3-9100f is enough for me to at least rule out bottlenecking since the same thing happened when using it.

EDIT: forgot to answer about the RAM. I'm using two HyperX fury 4GB 1866mhz on dual channel.
