I’m getting that error on login on one account. This is after resetting windows but keeping settings and personal files because the explorer.exe was starting and crashing every 5 seconds and no virus were found. Scan disk found errors but couldn’t repair. That was all before I reset windows. Now the only error I have is the picture I provided. Windows 10 64 bit. Windows is up to date. Let me know if you guys have seen this before. Malware bytes found one threat and quarantined it but I am still getting error.

Solution
It appears to be a registry error. Have you run any kind of registry cleaner? If so, that's the problem. Try opening an administrator command prompt and issue these commands:
. SFC /scannow
. DISM /Online /Cleanup-Image /RestoreHealth
