I'm looking to buy a CoolerMaster ML240L RGB aio to cool my CPU but the thing is that the motherboard doesn't have a 3 pin DC fan header to connect the pump . Is there a way to power the pump with a PWM header or another thing, like a splitter or hub?

A PWM header at 100% duty cycle will be a single voltage DC header. You won't change your pump speed but that should work. Use a case fan header and set it to a fixed 100% value.
