Gigabyte Aorus GTX 1060 Not using full potential and lags hard

GPU : Gigabyte Aorus GTX 1060 6gb
RAM : Gskill Ripjaws v ( 3200ish ) 16gb
Mobo : Gigabyte Z270x - UD 5

Hello,
First of all i'm a computer illiterate.
So i've been getting this problem since yesterday , it happens after i restart my Computer
I was playing skyrim , with some graphic mods , and i'm pretty sure even with the Mods , i would still get constant 60fps if capped , because i tried running Witcher 3 in the background with max settings , and play Deus Ex : Mankind Divided , still get 60s ( sometimes around 49s on crowded area ) , here's the issue

On Skyrim - I started to lag on cities , such as Whiterun and Dawnstar which is something that couldn't happen , and the issues are just... just weird , since i NEVER ever lagged out playing Skyrim , and here's 1 more , Everytime i go AFK , the FPS goes down , for an example
i'm getting constant 60 fps , afk for 2 minutes , goes down to 45 , so i tried to go AFK for like half an hour , guess what , even on a cave where there's only few things to render , i'm getting less than 10 fps , and it's constant , i tried to walk around , ALT - Tab and stuff , still getting 10fps , so i have to restart the game , everytime i went afk
and now i'm only getting 50s fps on Witcher 3

another issue i discovered is with Injustice 2 , i almost gets instant loading whenever i switch character / switch items ( gears ) and now everytime i switch character , the character renders , Right ? and i got 4fps and the load time is just way longer

What's happening on my pc , help :\

note : i put my pc settings on full power , and the gpu has a light in it , i set it as "Monitoring" on GPU software , so i can know GPU Usage
Green ( Low ) to Red ( Very High ) , usually it runs on light yellow to Orange ( only happens when i tries to run 2 games at once ) , now it's ALWAYS on green , means it chooses to lag instead of using more power.... help please 🙁
 
Solution
1) First, let's test your system memory. Probably not an issue but let's be sure... run the following on a USB stick (or CD/DVD) for a full pass.

2) Next, let's make sure the CPU is good. Not sure if you overclock, but under load I guess it should be at least 4.2GHz or so.

a) run CPU diagnostic: https://downloadcenter.intel.com/download/19792/Intel-Processor-Diagnostic-Tool
b) reboot PC if you have overclocked as the above tool resets to default
c) open Task Manager (right-click Start), then Performance-> CPU and then right-click the CPU graph and change to show all logical processors (should see EIGHT graphs)

The "CPU Speed" should be variable right now.

Start Prime95...

Make sure to have all EIGHT threads selected, then monitor your Task Manager and you should observe the CPU at times hit close to 100% utilization on all EIGHT threads as well as the "CPU Speed" should be 4.2GHz or higher (depending on overclock).

3) Graphics Card (if CPU, DDR4 memory okay)

a) run Unigine Heaven (google and download), choose the max settings and WRITE THEM DOWN (for next time), run the test and note the average FPS
b) run DDU to remove video drivers http://www.guru3d.com/files-details/display-driver-uninstaller-download.html (use "recommended" option for safe mode)

c) reinstall the latest NVidia drivers, but choose to do a "custom", "clean" install (or similar wording) which should remove settings
d) retest Unigine Heaven

e) now run your games and see if things are okay or not..

If not it may be a Windows 10 issue but let's leave it there for now...
