Question Gigabyte arous z390 ultra c1 error code

Hi I have just built a new pc but I am getting a c1 error code I have tried reseating the ram and tried 2 different sets of ram so I don't think it's that the only thing I can think of is that I got a dead cpu anyone able to help?

Using a i9 9900k should I try booting with no ram installed? I got the i9 off eBay that's what's making me think it's the cpu

Still getting the c1 with the ram Un installed

I am not using the 4 pin cpu power connection as my psu doesn't have a 4 pin cpu power cable maybe that might be the problem?

It keeps showing me number code 20 on the leds before going to the c1 code if that's any help
