Question Gigabyte b150m hd3 keeps restarting when booting, need help ASAP, for college assignment

I have a PC, spec :
GA b150m hd3
I3 6100
8gb ddr4 kingston
hdd 1tb seagate sata3
PSU corsair vs450
NO VGA

i pc is running just fine for college. But my lecture want me to render some video in after effect, so i need a Graphic Card
So i get a new Graphic Card, which is MSI GTX 1050 TI 4gb ddr5 dual fan OC.
when im insert it, my monitor show no display, and even when i remove my Graphic Card, my monitor still show no display.

everytime i push the power button, i see that my cpu fan spinning, after 5 second it stop spinning then, its look like the PC is rebooting

What i have tried :
1. removing CMOS battery, let it rest for 15 minute, insert it back

Thanks for the reply, but.. i cant afford any new PSU right now. But if its the PSU is the problem, i dont quite know why i cant start the PC even though without Graphic Card. any suggestion a cheap PSU model that can make my PC turn on for at least 2 months?
