Question Gigabyte B450 Aorus M VGA Red Light, no display

So first, let me explain the whole situtation. The motherboard and everything was working fine, except my CD Drive. The power to it was working, but no matter how many SATA cables i tried, the PC couldnt find the CD Drive. Therefore, I dove into the BIOS and played around with some options, and i dont remember exactly what these 2 options were called, but one was set to UEFI and the other to Legacy. So I set both to UEFI (or legacy, i forgot), and when i save and exited, i got no signal. I instantly tried to clear the CMOS battery and jumping the 2 pins labeled CLR_CMOS on the motherboard, but nothing worked. I kept getting the red VGA light, so i started troubleshooting. I reseated the ram, tested the PSU and GPU on a different computer both worked. I'd like to note that when i turned the computer on, it flashed red for cpu, went away, flashed red for ram, went away, then stayed stuck on the VGA so that leads me to believe that the CPU and RAM are fine. What are my options here? I'm worried I have to get a new motherboard, but the problem is I'm overseas and this computer isnt mine, its for my relatives but i ordered the parts while I was in america, so warranty isnt an option (unless there are some PC shops that know how to fix it around here, though its the middle east so probably not).

The LED being stuck at the VGA would indicate that the GPU would be at fault. Might want to see if removing the CMOS battery for at least 30 mins before replacing it changes your experience.

Mind if I ask where you're located?
All parts were purchased in America, and i'm on vacation in Jordan and brought the parts with me since the PC was for my uncle. I'm gonna take out the cmos battery for 30 minutes as you suggested. Funnily enough i had a dream that said to do the same thing
