Gigabyte GA-8TRC410MNF-RH powers..Stops then Clicks

After my Packard Bell imedia 2459 suddenly just stopped on me a couple of times, I cleaned out all the dust etc. from the mobo. Lots of matted carpets under my bridge,fan, and even cleaned the PSU (inside). I know!
Anyway, It took me 3 days of googling before i could remember where the PWR SW,RESET and +.- HDD LED connectors went, and then I dare boot up.

So the Machine starts the whoosh of a boot, the cpu-fan starts spinning full whack, then instead of the hard-drive grinding into action..the CPU fan comes to a halt, and I get a click..click..repeatedly ( 2 a second ) from what i thought was coming from my 1 sata HDD, but after removing it, the clicking is still happening with just the mobo, the psu and the cpu-fan. I have only had this PSU about 5 months, it is 'x-power 480w' from 300 or so, as i added an extra ATI Graphics card to go with the onboard. I can see a tiny little bit of the mobo circuit has 2 very small little rectangle like chips, and 1 looks as though its burnt, but i couldn't be sure, these chips say '1x1' on them (they are only ,say, 4mm by 2mm ).. but this could be discolouring, it doesn't look fried .. Has anyone any idea if i need another mobo or another PSU, there are no beeps or anything..wait, i'll take the RAM out and try again.hold on ... right, its 1 continuous BEEP but powering up the cpu.fan and its not clicking or the cpu-fan stopping but it will if i replace the RAM.

i haven't connected the reset connectors or hdd.led 1's, but obviously the pwr 1 is in cos its powering up..well, for 5 or 6 seconds before the cpu fan stops and the clicking starts and only stops when i shut pwr off.
would there be power if my PSU was knackered ?

Any guidance would be appreciated
pc is imedia 2459 packard bell
gagabyte ga-8TRC410 rio motherboard
no dvd rewriter connected via IDE
no HDD cpnnected via sata cable

The clicking..click..click..click what is this ? Thanks guys for reading, Hope someone can shed some light ...... Cheers FRED

 
Sorry, the 2 little mobo chips are green, and it ISNT 1x1 it is [x] and I can just about make out F8 and F9 as maybe component names, but i still am not sure IF 1 of them is discoloured enough to be classed as burnt, but it moght help a diagnosis, TY.FRED
 
I just got dropped a packard bell (don't the exact model) with the same mobo and the same symptoms.

The clicks seems to be coming from the BZ+ buzzer located in the mobo corner (cylindric shape with a hole in it). Makes me think of an electric current going through or something.

Replacing ram and psu didn't change a thing, though I was able to get the computer to boot once after putting back the original ram module, but windows froze soon after that and I was unable to make it boot again.

Right now I'm thinking the mobo might be the culprit, I'll try resetting the bios once I found the jumper.
 
A friend of mine has just had the same problem with her Packard Bell Imedia 1559.

The PSU died a couple of months ago, replaced it with a Corsair CX430.
Then yesterday when she tried to turn it on, she also got this click-click sound every 2 seconds, with the blue light at the front and the green light from Network adapter at the back, both flashing synchronously with the click-click sound.
All fans are working, but nothing happens.

I cleaned the whole of the pc inside, took the cpu, ram, graphics card out of their sockets: no change.
Tried with my PSU, my ram, my graphics card: same thing.

So it looks like either the cpu or the motherboard is dead.
