Gigabyte ga-h61n-usb3 v1.0 boot loop with no video

I just purchase a mini-itx gigabyte board that is boot looping and no video is showing (neither onboard or GPU). I have done extensive research and have tried several things like: hold power button then flip PSU switch, tried a low end graphics card, swapped out known-working CPU's like i-3 3225(ivy) & Pentium g620(sandy), and played around with memory ram configurations. All testing has been done outside of a chassis.

What are your full system specs. What is plugged into the I/O ports, and are you boot looping bios or windows?

Pentium g620
2x4gb kit crucial ddr3 1066
plugged in:
keyboard/mouse
Ethernet
PNY 9500gt (1gb) via VGA
silver stone 450 mini power supply
boot looping and screen will not show anything so cant tell on bios
