45c temp and gpu isn't running anything & i got that GPU yesterday, it was running between 28-35 temp idle

You call that too hot?
i call that too cold if that 45'C temp is in gaming but i doubt that too
if your temp are less then 70-75'C then there is nothing to worry about

Dude check what i said again, 45c temp GPU usage 0% so i'm not gaming like u r assuming

Still thats okay dont expect that GPU is gonna stay always on 28-30'C
which GPU you have?
are the fans running or are they stopped?

my GPU is GTX 1050 Ti G1 gaming although i mention that at my post so again did u even read my post ? 😀
Anyways fans aren't spinning unless im gaming

I mean the manufacturer exact model

No idea how to measure my room temp but it's 22 c in my city atm and i didn't set any fan speed profiles, everything on default !

My current room temp is 22 c and my GPU temp is at 34 c. I have one intake fan in the front of my case and one exhaust fan in the rear. My current fan speed is 40%, according to the fan speed profile I set up in Afterburner. I have it set up as the GPU temp rises the fan speed will increase to 100% at around 60 c. I have a low end GPU with only a single small cooling fan, so my numbers will not compare with yours, but I just threw them out as an example of the fan profile options.

so i need to setup profile fan u r saying ?

I would set up a fan profile, or you could set the fan to run at a specific % all of the time, regardless of the temperature of the GPU. I have actually set up several profiles, one for the summer when it gets hotter in the room where my computer is located, and one for winter. I set up a couple of other profiles just to mess around and get familiar with Afterburner.

Interesting, i will look that up & thanks for responding so quick ! 😀

Same with my msi 1050 in Idle
i don't know if it's because of my case or what.

According to research i did its normal since fan speed is 0% plus as long as its below 60c its fine

I got msi 1050 ti gamin x.In general that's normal temp.Fan's will switch on on around 60 c and turn on 22% speed.I actually did a test yesterday when i got the card(as reviews half of the time are incorrect)I ran an oc profile and burn in test on gpu.I went to 63 c and down to 58-60(when fan started spinning) on 100 % load.So thats quite acceptable for me.

I got my card days ago too& here a picture of me playing pubg with 100% load with 60 % with 35 % fan speed
