Gigabyte motherboard won't start up

After reading through the basic troubleshooter and still not identifying the problem, I come to you.
I'm using a Gigabyte GA-B75M-D3V motherboard and it isn't giving me any beeps, and no output. All the fans are running, and the LEDs on the front are on. It simply won't go into BIOS. I've triple checked all the wires, made sure to put in the stand-ins, tried one stick of RAM in the slot closest to the CPU, and now I'm out of ideas.
This is a replacement motherboard, because the ASrock I first bought was DOA. Is my new (and more expensive) mobo also dead? Please tell me no. I've forked out a fortune over this new computer, and every time I hear the fans turn on and no beep, I die a little inside.

I'm starting to think that its my RAM. Like I said before, I had another mobo that was doing the same thing, and I read somewhere that if the RAM is totally dead, there won't be any beeps. Its just weird, because I bought two sticks at the same time, and have tried them both. Could they both be dead? Anyways, I really don't want to fork out more money of new RAM and then not have that be the problem.
