Question Gigabyte motherboards stutter ?

I have two computers both with Gigabyte motherboards, one is Z170 other is an old AMD.
Both have same kind of lag where display freezes for no apparent reason for 1 second.
On z170 i updated chipset drivers from intel website and overall experience got better but it's still lags.
Tried almost everything: high perf w10 plan, disabling c1e and speedstep, overclocking on i5 6600k(switched to i7 7700 because i thought it was bios issue with skylakes)
Tried Linux - same thing.
Reinstalled both on hdd and ssd(they have blue score in crystal info).
Literally nothing running in background when i experience the lag.
Disabling av does nothing too.
Anynone experienced this crap? Any remedies?

Update: in MSI Afterburner it looks like big frametime spike.

The only common thing between your two system's is the make of the motherboard. They aren't of the same platforms.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time. Since you mentioned two systems, we'll be seeing two sets of specs.

To add, please include a video showing the lag you speak of. Host your video on a site akin to Imgur or their ilk and then pass on a link to the video for us to see.

Where did you source the installer for the OS? Did you install the OS in offline mode, to later install all drivers in an elevated command while in offline mode?

Motherboard: Gigabyte Z170-HD3-CF
CPU: i7-7700
GPU: GeForce GTX 1060 WINDFORCE OC 3G
CPU cooler: Zalman cnps5x
RAM: 2 sticks DDR4 1200mhz in slots a,b. one is DDR4 1066
I tried using only 1 stick, or only 2 matching, nothing.

SSD/HDD: SanDisk SSD PLUS 240GB
PSU: Don't remember, some platinum one, switched from some other, didn't change anything
Chassis:
OS: Win10
Monitor:

I got my Windows 10 iso from microsoft installation tool, didn't use offline mode.

Lags look like this in MSI, first is stutter, second is me alt tabbing.


I don't think listing AMD setup is needed because i mentioned it only because it has same motherboard and same kind of lag, i thought someone experienced something like this and could tell me if it is a bad motherboard or something else.
