Gigabyte r9 380 performance issues

GPU: r9 380 4gb gigabyte g1 gaming edition

CPU: i7 6700k

Motherboard: msi z170a gaming m7

RAM: corsair vengeance 16gb (8x2)

PSU: thermal take smart se 630w 80+bronze

Operating System & Version: Windowe 10 64bit

GPU Drivers: currently amd crimson 15.11

Chipset Drivers: latest from Intel website

Description of Problem: 
frame rate lower than what it should be judging from benchmarks/videos on YouTube I've seen based on similar specs Overwatch on almost max = 30-44 fps with drops to 22 ish Project cars on almost max = 23-30 fps stable
After I reverted to 15.11 I got 45-50 fps on mass effect 1 max which is a 8 year old game

Troubleshooting: 
1. Turned power usage to 20%
2. Turned off power play via upls disabling in msi afterburner
3. Reseated pci-e port on gpu
4. Made sure HDMI is connected to gpu .
5. Reverted to version 15.11 crimson after clean uninstall

 
Solution
25'c cpu temp when under load? That doesnt sound right to be honest, unless you have an ambient temp of like 15'c?

Check the CPU clock speed when under load also, seen a weird problem where the cpu is locked to 800mhz.

My temps based on one race of project cars around 5 mins of gaming on high is gpu max temp was 60°c and cpu was 26°c
Idling gpu was 45-50 ish
Cpu was 23°c

Thank you this was the issue there's a temp sensor buggy on my mobo down clocked my cpu to 800 MHz got throttlestop and disable BC PROCHOT and we are running green all across the board
