Gigabyte Radeon R9 280X Error - Blue Screen

Couple of days ago I bought used Video Card, Mother Board and Power Supply that were working perfectly working in seller's house.
I installed all of the above things on my PC and imaged it with Win7.

All is fine until I starting installation of latest ATI driver:
I restart PC as installation of video drivers asks to do it in order to apply changes.
After restart I see Blue screen and system reboots and repeats all this staff again and again
If I uninstall driver from Safe mode then System start working properly but without native for AMD drivers. (using some kind temporary Windows ones)

I tried to use different ATI drivers and tried to use different Motherboard chipset drivers. Examined various of variants but result is the same.

Please advise how to resolve this

Why did you install the driver if it was working fine?

Return it and get your money back.
