Question GIGABYTE X870 AORUS ELITE WIFI7 pc does not turn on, error message 4d and DRAM warning light on mobo.

I recently put together my own pc. The first time I turned it on it went flawlessly, and I successfully installed Windows 11. The next day, my pc would not turn on properly. The fans (including gpu and cpu fans) and lights in my computer turned on, but the screens and lights on my keyboard and mouse remained dark. The DRAM light on my mother board was on, so I took out my RAM and put it back in, which solved the issue and my pc turned on normally. The following day, I had the same issue, but this time redoing my RAM did not solve the issue, so now my PC won't turn on at all, with the exception of the lights and fans. The small screen on the motherboard gives a code 15 first, before cycling through several others quickly and then settling on 4d. The red DRAM light is on as well. Is this an issue with my RAM, or is my motherboard broken? I have already tried moving the RAM sticks around, trying them one at a time and in different slots, but this did not solve the issue. Is there anything else I can try? How do I find out where the issue is?

Motherboard: GIGABYTE X870 AORUS ELITE WIFI7 ICE
RAM: Corsair Dominator Titanium RGB White 2x48 GB
GPU: Sapphire Pure Radeon RX 9070 XT
PSU: Gigabyte AORUS ELITE P1000W White
CPU Cooler: Enermax ETS-T50 AXE ARGB White

Does clearing the CMOS help revive the platform? Try with one stick of ram on slot A2.

Is this an issue with my RAM, or is my motherboard broken?

Page 39, error code 15 = Pre-memory North-Bridge initialization is started. It could be a dead CPU as the integrated memory controller resides in said CPU. Have you tried flashing the BIOS on your motherboard using the Q-Flash Plus button on the back, then clearing CMOS, to see if the platform comes back to life?

How are you cooling the processor?
 
What are the speed and timing of your Dominator kit? Did you enable EXPO? The Ryzen 9800X3D is very picky with the RAM. Like if you try running 7000 MT/s CL32 you will certainly have some problems. Same if you have a more reasonable timing but the RAM runs at 1.35 V. Doing a CMOS reset and try to boot without enabling expo would at least rule that out.

I tried both solutions, neither worked. I am cooling the processor with an Enermax ETS-T50 AXE ARGB White air cooler.

The Dominator runs at 6600 MT/s CL32.It runs at 1.40V. I did not enable EXPO yet, and a CMOS reset made no difference.
