Question Gigabyte Z790 Aorus Master Does not POST and Q-Flash is not working

MB is not able to successfully update bios via Q-flash. I'm am trying to q-flash b/c the MB will not turn on via case power switch. I've gone through a laundry list of tests and I'm at wit's end. Looking for any ideas on what to try until I can get on the phone with Gigabyte.

Issue: When updating bios via Q-Flash Plus > the Q-flash plus button and USB stick flash > indicating that it's flashing the bios. This flashing continues for ~75 seconds, consistently, until the process halts. Flashing the bios via q-flash is expected to take 5-6min. I've reproduced this under several conditions.

The process:
- Download bios file from gigabyte: https://www.gigabyte.com/Motherboard/Z790-AORUS-MASTER-rev-10#kf
- Reformat USB stick to FAT32
- Unzip contents of download, move BIOS update file to USB. Rename to GIGABYTE.bin (file extensions are visible)
- Plug USB into MB Bios USB slot while power is disconnected and PSU is off.
- Plug in PSU, turn power on.
- Start Q-Flash Plus process by pressing button on the back on MB

I've repeated the above steps under various conditions.
- USB with 1GB of storage volume
- USB with 4gb of storage volume (I specifically bought new sticks for this: https://www.amazon.com/dp/B0BZ8DPG71?ref=ppx_yo2ov_dt_b_fed_asin_title)
- Tried naming bios file "gigabyte.bin" and "GIGABYTE.bin"
- Tried different bios versions (F3 and F15)
- Contacted Gigabyte > sent MB in for "repairs" > received MB back with note, "Component Bad, repair completed.". No other context provided.
- Replaced PSU (prev: 1000 Watt - CORSAIR HX1000 - 80 PLUS Platinum, Fully Modular)
- Removed GPU
- Removed all ram sticks (previously had 4 sticks/all slots occupied)
- Checked all cables are seated correctly
- Reset CMOS via shorting pins and also just removed CMOS battery
- Doubled checked pins in F_PANEL
- Removed GPU
- Removed SSD from M2C_CPU clot
- Removed all cables except the two ATX_12V_2X4 cables, ATX 24pin cable, and CPU power.
- Removed all cables except the ATX_12V_2X4_2 cable, ATX 24pin cable, and CPU power.
- Removed all cables except the ATX_12V_2X4_2 cable and ATX 24pin cable.
- Removed all cables except ATX 24 pon cable.

Just a few more notes that may be relevant:
- During Q-Flash, the CPU led remains on while the DRAM, VGA, and BOOT leds remain off.
- This all started b/c my computer shutoff unexpectedly (while idle and under no load). The case power button failed to reboot. Gigabyte advised me to Q-Flash Plus.... but after reading othes' experience I feel like this MB may be RMA'd soon. I've sent the MB into Gigabyte, and they returned it to me saying that they've "fixed

Is there anything I should be trying or inspecting?

Firstly, can you power on the system from a mboard button ? If so, try going into the bios and update from inside the bios and plug the usb to a standard port. Not using the Mobo flash.
