Hi all,

I have a PC with a Gigabyte Z87-UD3H motheboard, i7-4770K processor, Corsair Vengeance RAM.

I recently removed my CPU cooler to reapply thermal paste to the CPU and cooler. After reattaching the cooler and reconnecting the CPU fan cable, I powered on my computer. The computer booted into a blue screen with some error code before attempting to launch Windows. As it was on the "Starting Windows" screen, the computer shut down. Since then, it has now been stuck in a boot loop. Everytime I try powering on the computer, the motherboard will flash a lowercase C. All the fans will turn on, including the CPU cooler and GPU fan. I also noticed on my external monitor that it momentarily picks up something coming from the PC since the monitor goes from "No Cable Connected" to just "No Signal." All this happens for a few seconds and then the motherboard shuts off before rebooting and doing the same thing.

Some things to note:
-This PC was working fine before
-My computer has been stuck in boot loop previously when I mixed two different sticks of RAM together. I was able to fix that boot loop by changing the timings of each RAM channel in the BIOS. Right now, I only have one stick of RAM in the DDR3_1 slot.
- I have tried moving the BIOS_SW switch to the "2" position to boot from backup BIOS. No luck
- I have also tried powering off the device, removing the CMOS battery, and shorting the CLR_CMOS jumper
- I have also tried powering off the device and just clicking the CMOS reset button
- I decided to remove the cooler a second time and noticed I had put a little too much thermal paste. I cleaned it off and put less. I also checked the CPU pins and none of them seemed to be bent. I don't know how else to verify that the CPU is fine

I am going to get a PC speaker in a day to debug the BIOS beeps. Thank you for your help, this is really bothering me right now.

It looks like that "small nick" is very close to traces on the motherboard, lets hope it didn't break them.

I zoomed into the CPU socket and there is a clump of dust and something that appears to be lint or hair.
Use either a vacuum or compressed air to clean it.

Yes I just did and no paste is in the socket. I also cleaned the contacts on the back of the cpu. The pins have left marks on the contacts but nothing concerning. I continue to be stuck on boot loop.
