Current PC:
2x8 3200 mhz
650w seasonic focus+
6650xt msi OC
kingston sa400 240gb
1tb hdd
msi Z370M gaming pro ac
i3 8350k
Looking to spend less than 200$ any ideas?

above is a list of supported processors, peaking at i7-8700K.

It has nearly double the single thread performance of your i3.

I have no idea what it would cost.

Intel's normal tick-tock pattern is two generations per chipset, so to speak.

Unless you are willing to go used, there isn't much in budget for that, new. A 9900K would be the top of the food chain for that chipset but it appears they run over budget even used (ebay).
The 8/9700K should be within budget with some left over for a decent cooler, used.

I already have a cpu cooler so I think im good on that aspect, but ill take a look into the i7 9700K and 8700K

I wouldn't mind buying a used cpu aslong as it wasn't used for a very long time

CPUs don't tend to degrade that badly (at least Intel of that era) unless pumped with voltage. The 8700k will be faster than the 9700k in some multithreaded workloads, but the 9700k should be faster in everything else.

If you aren't buying used you are likely going to spend almost enough money on just the CPU to justify buying a 6 core 12th/13th gen intel with a new motherboard.

Looked on ebay and the 9700k is going for around 170 and the 8700k is going for around 120. Also, is it worth spending this much to go from an i3-8350k ?

I think the $120 might be worth it, but I'm not sure going a lot above that would be. TPU's 9700K review has your i3-8350K and the 8700K listed in it so that'd be worth skimming through to see if you're likely to see a benefit for what you do.

At some point you're going to be spending more money on an old platform than it's worth and the entry price for LGA1700 with a 12400F is about $270 with motherboard and cooler.

Thoughts on me getting this one? https://www.ebay.com/itm/404320739754?epid=2330305079&hash=item5e2364e1aa:g:AxoAAOSw4khkfgw2 or maybe negotiating?

Looking at sold listings on ebay it looks like the vast majority fall in the $100-130 range so that doesn't seem unreasonable. I also can't think of any reason for the seller to lie on a listing like this one regarding usage.
