Question Glitched textures and flickering textures

I am in desperate need of help I have been trying to resolve this issue for a very long time now.i have tried of the simple troubleshooting steps to no avail. I have replaced almost every single part of my computer in trying to resolve these issues yet it always remains.

System specs
Amd 5600 pbo -25 +250mhz this cpu has been overlooked it entire life. Running at stock clocks dose not help

Silicon power 3200 cl16 16gbs I have tried to different kits both test as no errors on mentest 86. Xmp off makes no change

Motherboards gigabyte ds3h ac b550m and MSI pro VC b550m same issue on both
Gpu
Amd Rx 6700 10gb and rtx 4070 super both gpus give similar issues although the amd seems to have the same issues just to a lesser extent

Ssd
Adata legend 800 1tb and a crucial p3 500gb
The adata is the main drive the other is secondary drive

Psu
Thermal take gf3 750w.thermal take gx2 650w

I have tried a complete fresh install of Windows from a USB no change. This happens across most games. Even tried running outside the case.
Have changed,GPU,motherboard,ram,PSU.
Everything up to date in terms of drivers. I have tried older drivers too. Please help me it is stressing me out a lot.

Did you recreate the bootable USB installer for the OS? Did you disconnect all drives except for the one you wished to install the OS onto? Did you install the OS in offline mode? Did you manually install all drivers with the latest versions in an elevated command, while in offline mode?

What BIOS version are you on for your motherboard(s)? Did you reinstall the OS after the motherboard swap?

I am sorry for making a repeat thread I made this in state of blinding rage.the difference is i hadn't tried an new motherboard.Thanks for helping me. Sorry for wasting your time. The USB was formated and I made it from a fresh download from the Microsoft website although I don't understand what you mean. It was installed in offline mode with a local account. Could you please link a tutorial on how to install manually install drivers through elevated comand please.
