glowing borders on screen

Recently on my Insignia LED tv, which I use for everything, i've been getting not only backlight bleeding around the entire screen border, but also sometimes get a glowing rippling effect, which bleeds off the edge of the screen when there's lighting in game.

I dont think its my computer, because it does the same thing with my Xbox.The light bleeds dont show up on screenshots, but this pixelated light reflection does. any idea what this could be? This seems to happen on any area of the screen border, depending on where the in-game lighting is.

(it's hard to see in the screenshot, but its MUCH more apparent while being played..it's on the right side of the screen) http://

try using full back screen/image on tv in a dark room (turn all the light out) is the light bleed?

is there a config/option in the tv for moving the image position up/down or resize larger/smaller ?
can u try by moving/enlarge the image position so it not bleed anymore

Solution

there is an option called Overscan but it is only a fixed value and cuts off my control panel but with this setting on the glowing pixels disappear. Is there any way to adjust the zoom amount manually in windows or nvidia control panel? (have gtx 560 ti)

edit: problem fixed for the time being by adusting scaling in nvidia control panel with overscan on. pixels still appear with very bright lights in game.
