Going fanless to save money - Good or bad

The prices of graphics card have gone sky high is the last six months. What i find strange is that even low end cards which are meaningless for mining are being sold at inflated prices. If anyone knows why is that, please let me know. I recently went to a shop to purchase a gt 1030 but i was told they have it, but only passively cooled i.e. Asus and inno-3d and it would even cost me $10 less. It sounded like a cool idea but thinking of heat and throttle i refused the offer. Did i take the right decision? Or it's fine to use this card without having to worry about anything. It's GT 1030.

Passive cooler in these low end GPU's is OK, as long as you have reasonable airflow in your PC case to remove the heat.
