Good computer but not getting expected Fps and Gpu usage is low

Just upgraded to a new graphics card and I'm pretty sure I'm supposed to get more fps than I'm getting currently. I am getting 80-100 Fps when playing LoL (doesnt matter which graphic settings I'm using) when I see other people getting 200+ fps (same card). When I play a much more gpu intesive game such as pubg I get around 70-80 fps on high settings which is good and expected for my gpu, here are my specs:
GPU: GTX 1060 6GB
CPU: Amd FX-8320
RAM: 16GB DDR3
I have tried the maximize performance and changing windows power options to high performance. I am not sure if its my psu (CORSAIR HX Series HX750 750W) because I can get the card running fine when playing pubg. I have downloaded the recent drivers and I don't think my cpu is bottlenecking my gpu because my cpu doesnt not go over 60% usage. Vsync is off for these games. My gpu usage will not go over 35% when playing LoL so I think its not using its full potential when playing the game. Please help!
 


you are cpu limited

as shown by fps not changing regardless of settings


also you will never hit 100% usage on games that dont use all your cores
so that is meaningless

easy test: overclock the cpu, if fps increase then there ya go cpu is too weak

 

So how do I overclock cpu? Do I do something in BIOS settings?

Ok you may need something a bit better than that, but you can see how the temps go.

Go into the bios and set the multiplyer to 44 initally, with no other setting changes and run a load test like OCCT. Monitor the temps.

Whats the FSB speed currently? As if thats at 100, then with a ratio of 20 you are only running at 2Ghz.

Its been a while since ive OCed the old FX cpus.
 


FSB is set at 200 mhz by default. My ratio was originally at 17.5 which was 3.5ghz (17.5x200) and then I set it to 20 (20x200) 4.0 ghz. Haven’t done a stress test and have not noticed any fps differences.
 

I just overclocked my cpu from 3.5 to 4.5 ghz and got around a 5 fps increase. This is not a cpu bottleneck because I am getting good fps in PUBG. My cpu usage wont go above 40% which is not even close to 100. Now my problem is I want my card to use more power on LoL when playing to get more fps. How can I do that?

 


Okay I figured out the oc. Went from 3.5 to 4.5 and only got around a 5 fps increase. This is not a cpu bottleneck since cpu wont even go over 60% usage. My only problem is league, my gpu is not using enough power so I'm only getting 80fps. Any idea how to make the gpu use more power when playing league?
 
Your GPU usage went up based on what you said earlier, and even the FPS went up. It might not have been enough to get the FPS you wanted, but you did prove that the CPU is likely the cause. OCing won't magically fix your bottleneck. It'll just give you a little more performance. If you want dramatic improvements, you simply need a better system.
