Good computer but not getting expected Fps and Gpu usage is low

Yes GPU usage go up = more fps but it is only staying at 30% when playing league. Of course ocing would give more fps on any device whether bottleneck or not. My old card performed about the same, if not better playing LoL although not PUBG. That's why I find it very weird.

that is EXACTLY a cpu bottleneck

your cpu is obsolete so even overclocking it wont net you much gain


the fact that you gained a bit of fps SHOWS your cpu is the issue
 
You can find videos on youtube about leauge of legends running on gtx1060 both 3GB and 6gb with stable beyond 150 fps on I5 6xxx or better processors.
Go in youtube and have a look.
Yes, there are tons of such videos. I dunno think those are frauds because there are tons of them from different users/gamers.

Games are written differently, some are cpu dependent, some are gpu dependent..hence, different FPS on your system. Perhaps you get good fps on PUBG but bad fps on other games, this is extremely possible.
FX platform is simply outdated since years.
It is not among the best anymore.
You have to accept this fact.
Another indication that your cpu is the bottleneck is also the extra OC FPS result of your FX8xxx.
There is nothing you can do except upgrading to newer procs.

With an overclocked FX8320 there is nothing worth upgrading too. Don’t look at the FX9xxx series, waste of money, don’t always run stable and not much of a gain.

Unfortunately you are already at the top end of what can be run on theFM3+ socket. The old FX series are basically obsolete and unable to keep up with today’s entry level cpu’s. Any worthwhile upgrade will need a new cpu/motherboard/RAM (DDR4).

It does not make sense anymore to even upgrade to FX9xxx.
FX9xxx is only a factory OCed FX8xxx.
FX9xxx was already a joke during launch.

The only way is to ditch the whole platform and go for the newer one.
a.k.a. new processor, motherboard and DDR4 RAM.
The goal is to take either AMD Ryzen 5 (or higher) or Intel Coffeelake I5 8400 (or higher)
 


A CPU OC will not give an increase in FPS if you are not already CPU bottlenecked in most cases. An OC only increases FPS if that is the part that is bottlenecking you.
 


Frankly, I don't think you need to upgrade. You don't need more than 80-100 FPS. The game should be very playable as it is. All games will be bottlenecked in one way or another. Usually it's the GPU, but in your case, you may run into more CPU bottlenecks instead. That does not mean you have to go out and upgrade if your games are playing well.
