Good Computer Gets Bad Fps?

PC Specs:
Graphics Card: Gtx 960
Cpu: i5-4570
Ram: 8GB
Motherboard: Msi B85M-P33
Power supply: 635w Thunder v2

Computer plays games way lower than my expectations.. I've seen people with similar and worse pc specs play games like Fallout 4, The Culling, and The Division way better than me.. I get less than 30 fps in certain areas playing Fallout and Division.. I've done a lot of research online but nothings seemed to help me.. any suggestions or opinions are appreciated thanks..

Try running the game on medium or low setting....that might not be upto ur xpectations but might will help in improving fps....do try lowering or turning off the AA
Several possible problems include (listed from most smack forehead with hand to least):

Forgetting to properly insert GPU or RAM
Misreading the specs/settings of other users.
Running with settings too high/Forgetting to turn down options.
Other system processes taking up resources (user, system).

Okay these game are very demanding.

I have an i5 4460 which is similar to your i5. I also have a 2x4Gb RAM and a GTX 970 so I am over the recommended requirement with everything except the CPU as they recommend an i7 but the I have lucked online and even the i7 struggles as Fallout doesn't want to play ball in the optimization department.

I played Fallout 4 last night and I play with textures ultra with everything else on a mix of medium high and I still get some big stutter and rather low frame rate in the main city. I usually get a straight 60fps on the streets but if I'm overlooking a lot of game assets then it drops.

Your card is not so powerful as mine so it will get about 45-50fps most of the time especially in the city. A big hog is the TXAA antialiasing but I use FXAA x8 (forced in control panel) as TXAA makes my game flicker.

You are just going to have to lower settings sadly till you get smoother performance.
The game still needs a lot of patching.
