Good enough pc Low fps

I have a pc that should be more than capable to play some of the games that I want to play yet I only get about 11-12fps on the game that I want to play which is beam.ng Drive which makes no sense since on my older system which was not the best could run the game fine no problem. no matter if I turn up the setting to the max or the lowest they can go I still get the same fps. I have a amd fx-8350 a gtx 660 superclocked 3gigs gddr5, windows 7 homepremium 64 bit, I have all the latest drivers installed for both windows and my gpu... their is no temperature throttling as the temperature stays about 50c for the gpu and about 18 for my cpu ... What I have noticed is that when I monitor the temps the Cpu load stays about 20%, and the gpu load stays about 6% which leads me to believe that My gpu and cpu are being lazy and are not working to their full potential... I have also installed the game on my ssd and it makes no difference... Thanks for the Help.

msi motherboards have a "slow" switch, make sure it is set correctly

look at your motherboard owner's manual for location and position it needs to be

huge red flags

make sure the cpu is actually ramping up to its full speed

use msi afterburner and turn on cpu frequency monitoring in the OSD

does it hit 4ghz? or are you stuck?


what is the make and model of the motherboard?
 


Alright I will do that and get back with the results and my motherboard is Msi 970 gaming motherboard socket fm3+


Ok so I installed Open hardware monitor and cpu-z and on both I get a clock speed of 1.4ghz which is well bellow the processors "4ghz clock speed" and I do not know why as the temperatures dont rise more than about 20c wich is a really good low temp. I feel like this my problem and cpu is bottle necking my gpu with its low clockspeed. Do you know how I can make it run at its normal speed.?
