Are you going to be streaming and gaming on the same pc? If so, 8 GB of ram may not be enough and that CPU is not enough to do both. For CPU I would get a Ryzen 5 2600 because they are really nice for the price. Or if you like Intel, you could get the i5 8400 but they are going up in price for about $200 USD. They offer about the same performance. Also, You may want a SSD to make the game load faster and for the system to load faster. And for the GPU, the CPU limits the performance of it or as some say, "Bottleneck". Oh and the PSU is a bit overkill because that system would use less than 300W.

If you are only doing streaming, then you need a better CPU than the i3 8100. Streaming requires more CPU power than graphics because the CPU encodes the video to be streamed. It does not require graphics power. If you are only doing streaming, the use thebuild above and just get a lower end GPU. Which should bring your cost to just above yours.
