I'm helping a friend of mine who is having some very strange performance issues on his gaming PC.
Short version:
Frame rate on many games used to be 60 to 120 (usually capped) on the highest of settings. He mounted a new HDD. Now suddenly in his games he get 20 FPS max, regardless of settings. Unmounting the new HDD did not fix the issues.
System specs:
CPU: i7-4770k @ 3.50 GHz
16GB RAM
GPU: Dual Asus Geforce GTX 1070 Strix
PSU: Power Corsair HX850
Motherboard: Asus Z87-PRO
120 GB SSD
2 TB HDD
3 TB HDD (the newly installed one)

What we have tried so far (to no avail):
I am at a loss on what could be the issue. In some other threads people suggested taking a looks the PSU, but in those cases people had less powerful PSUs. What do you guys recommend my friend and me to do? What kind of information do you guys need to help us find the problem?
Monitoring Data:
EDIT1: To give a little more detail on what we did test games like League of Legends. On max graphics the game runs at 19FPS, on lowest graphics the game runs at 19FPS. The same happens in World of Warcraft. So something seems to be limiting it.

-Checked all fans, none were blocked.
-Checked all power cables, all seemed properly connected.
-Dust levels in computer are acceptable, and should not be the issue in my personal experience.
-Updating GeForce drivers using GeForce Experience.

EDIT1: To give a little more detail on what we did test games like League of Legends. On max graphics the game runs at 19FPS, on lowest graphics the game runs at 19FPS. The same happens in World of Warcraft. So something seems to be limiting it.
