I need a good rig. My budget could be 1000-1200. I would like it to be vr capable and maybe 4k gaming but if not that's alright I would like to keep it Intel and Nvidia. Thanks.

To do 60 FPS is 4K, you need something like the new Titan X that cost 1200$ alone.
Adding a GTX 1080 instead of GTX 1070 will give you almost good 4K - that will be 200$ more than suggested build.
that build i suggested is for excellent 1440p experience . also ultra 2560x1080p and good 3440x1440 experience.
I bought my GTX 1070 for 34" 3440x1440 monitor.
And frankly, 4K is not for gaming yet. Not until we have the monitors and cables for those monitors that can do 75Hz or more.
here is slightly over 1200, without any compromises.
It is possible to reduce the cost buy 100-150$ buy going i5, simpler case, slower RAM and less advanced Graphics card

No, that rig will not play 4k ultra at 60 fps, it will do quite well at 1440p and VR but is not quite powerful enough for 60fps ultra 4k.

You would need to go with something in the 1400-1500 range to get decent 4k performance and even that would still only pull about 45 fps on demanding games so you would need to turn the settings down a bit.
