hi, at the minute my specs are:
Windows 10 Professional and 64BIT

• AMD A8 7650k 3.3GHz Quad Core Black Edition

• AMD Radeon R7 Integrated APU Graphics

• 8GB 1600MHz DDR3 Memory (RAM)

•128GB Toshiba Solid State Super Fast Drive

• Gigabyte FM2+ USB 3.0 HDMI DVI & VGA Motherboard

• 500W 120MM Black Power Supply

another 500gb hardrive

GTX 1050 2GB GPU

When i play GTA 5 my CPU is %100 and lags
what budget upgrades would i need to do to be able to stream?

I was looking at AMD FX8350 Black Edition AM3+ 8 Core CPU and motherboard - Gigabyte GA-78LMT-USB3 R2 AMD AM3+ Micro-ATX Motherboard and sticking another 8GB RAM in it ?

Your 1050 is being held back quite a bit by your cpu. It is more than capable of running GTA V at 1080p 60 fps medium.

What's the budget? If you get anything new you'll alsi have to get new ram since the new platforms use ddr4. This is not a reason the get a fx 8350 as you can just get a 2600k + board combo for less than the price of the fx and motherboard new but it's simply better.

At 1080p, the 'recommended' specs for GTA V is a 1060 3gb, and I believe an i7 4770k? And that general setup will give you a good 60FPS all-around. Your APU is definitely under-qualified to run GTA V, so an upgrade is recommended. Your RAM is relatively fine, but 16GB of DDR4 2133/2400 is definitely recommended on my behalf. Of course, to have those upgrades, you'd need to move to a new motherboard, which it seems like you've already got in mind. Personally, to avoid a mess, I would just get a GPU. That goes against most of my own personal creeds, especially in terms of bottlenecks, but if you're looking for an ease-of-access kind of deal, getting a cheaper or less-than-contemporary GPU would suit you fine. Now, for streaming, you'll definitely want a more powerful processor, and more RAM. For that, I recommended either the 'new' 8th generation Coffee Lake processors from Intel, or Ryzen/Ryzen 2 processors. If you're on a budget, the R5/i3 lineups are great.

DON'T get a fx 8350 in 2018. It is not enough to play newer games today and is already almost 7 years old. I recommend either you upgrade to a ryzen or intel 8th gen.

The 1050 2GB can run GTA, on my guess, at low settings with fair to good performance overall. The FX8350 is a fair processor to use, though, personally, you wouldn't catch me using it. Socketing this CPU would definitely give you a performance gain, but if you're streaming, I can't say you'll get your target performance overall. Your CPU will definitely struggle between background/foreground programs, as it is an older processor regardless.
