Good PC but low FPS (bad performance)

HELLO! So I'm writing here to try and solve a problem I've been having. My PC has what i believe to be fairly good (above average) specs. I invested good money into the parts and everything. However, the performance of the PC has just been underwhelming thus far. I'm struggling to get over 60 fps in most games (Overwatch, Dying Light, Dishonored) which I should be getting comparing the recommended specs of the games with my own PC specs. Sadly most games run at 30-40 or even less. It's just been a really troubling issue and nothing I have tried has fixed it. I've tried uninstalling and reinstalling my graphics driver, preferring maximum performance in NVIDIA Control Panel, enabling high performance in the Windows power management settings and even resetting my PC completely (wiping it of everything). All of this did not make a difference and I'm really stuck now. Just wondering if there are any solutions or ideas to help this situation. Thanks for any help given.

GPU: NVIDIA GeForce GTX 970
CPU: Intel(R) Core(TM) i5-6600K CPU @ 3.50GHz, 3501 Mhz, 4 Core(s), 4 Logical Processor(s)
RAM: 8.00 GB
OS: Windows 10 (64 bit)
Motherboard: Z170 PRO GAMING

use CPU-Z to read your BIOS version like in here:

DDU uninstaller is a special tool, which deletes all entries and files of all graphics drivers installed till then, so it´s more efficient and can solve several problems if the driver has settings from previous drivers which could still be set by mistake.

What are the temperatures and loads of your PC whilst in game?
When you look at the CPU load, look at ALL cores.

What graphical settings are you trying to play at?
If you lower your graphical settings, does your performance improve?
 
Disable vsync in games and uninstall geforce experience

Delete the drivers from nvidia with DDU Uninstaller and reinstall the driver from nvidia.com

The BIOS of the motherboard is on which version?

run 3dmark timespy and after it, click on compare results online. Copy the address from your upcoming browser and paste/post it in here

hello sorry but I am unsure as to how I am supposed to check the temp and loads of my PC.

as for the graphical settings, I was attempting to play Dying Light on High. turning it down to Low slightly improved fps (probably like increasing it to around 35 fps rather than 30) no major difference though.

hello. would simply uninstalling the Graphic drivers from Control Panel work the same as DDU?

My BIOS is set to UEFI according to my system information.

I also do not have 3DMark Timespy on steam and cannot afford to buy it lmao. Sorry. Any other benchmark tests?
