Good Pc confusing Fps

So i want to make this quick: i got a good PC about 2 years ago when i started to take Rainbow six siege competitive seriously, i had a problem called the CPU usage bug. The general theme would be that your CPU usage would skyrocket to 100% and cause serious stuttering. At this time i was committed to a team and with no fix in site i just kept playing. Additionally this bug took my Cpu to temps in the high 60's although ive seen people say 60 or 70 is fine but 80 is when you need to check something out. Fast forward to recently when i started playing some new stuff and i realized that some games my 6 year old pc could run at 300 Frames my new one only gets 150(csgo, warframe, pubg,insurgency). Is my CPU dying? So i trouble shot: Changing Ram=no change(enabling xmp in bios had no effect), Fresh installing windows=no change, changed herts, all settings on low for all games and lower resolution had little effect, changing power cords etc. I just want to know how would i even diagnosis this problem? Why do i keep scoring above average in bench marking tests but fall so far behind fps wise in games? What is dying in my computer that i need to fix?

I also want to add that when i play games like warframe or Csgo my task manager cpu and gpu usage stagnate at 30%, when my fps goes down the usage% goes down with it.
 
Hmm, firstly you've a decent system. Pretty high end gaming. What resolution are you playing at? 1080p 144hz or higher?

From what you've said your CPU temps seem fine. Anywhere in the 60's at gaming load (on demanding games) is about right. Not overly concerned by that.

Install and run HWMon, and run an instance of it. Let your system idle for 20 mins and take a screenshot of the results. Then run a game (with HWMon running in the back round) and alt-tab out of the game (whicever one you suspect is giving low FPS) and take another screenshot of HWMon this time at gaming load. Then we can compare the two results.

In the meantime, make sure you have the most up to date bios, GPU driver, and system drivers for your system and components.

Also when you are doing these tasks, monitor your disk usage. Do this from task manager within windows and watch the peaks. If disk usage is at 100% it would cause stuttering and FPS drops. You could also test your ram by running memtest86+ to make sure it's running okay too.

Are you OC'ing any components?

Ok so i do have updated drivers in my pc, i just did a clean re install of my Gpu drivers with no noticeable difference.

I have a question. Do you think i could take this in to my local hardware store to get it diagnosed? I think that would be a good idea but fear that his results will just echo the benchmark tests ive ran, it works extremely well on paper but in practice it lacks.
 
I see that your CPU down clocks to 800Mhz,just as a test disable speed step and the like and use the high power profile and see if that will do anything.
Could just as well be some windows patch though or a game patch or a million different tings,the CPU utilization dropping when FPS do usually means that something else is stalling in getting info to the CPU so the CPU has nothing to do,main suspect here are high quality textures those are huge in size and have to be read from the disk to the GPU all the time.
 


I have my power mode on high power but ive also tried the other modes for no good results. So what would not be getting the cpu the info? Ive re-installed games, windows and software on all different hard drives and ssd's before, right now i have windows on my ssd and all my games on my hard drive.
 


That's a good point. Also try disabling Intel Enhanced speedstep technology in the bios. Just see if it makes a difference.

 


At idle, everything looks fine. At gaming load, for me at at least the temps are a little on the high side. All sitting at mid 70's. When really they should be 10c lower. Also, what game were you playing that maxed all threads like that? Even BF1 that makes use of extra cores/threads will hardly use 5-6 at 100%. Did you have other tasks running other than HWMon, Game and back round stuff?


And just to be clear (because I can't see the answer, or might have missed it), have you updated to the latest bios too? If not do that. If you have then do a CMOS rest, and see if that kicks things into gear.
 


Ok so i was playing warframe, not the most intensive game ever but the one that my old pc ran at 275fps and my new one runs at 72. I did have google chrome up without any streams playing just some tabs. My Bios is fully updated. I want to do CMOS but i have a problem when i reinstalled my windows last time where my network adapter drivers were not detected (nothing worked so i ended up having to take it to a guy, we also updated all of my drivers to). Will the cmos reset all of my drivers or just the bios settings? i will try disabling Intel Enhanced speedstep technology when i do the cmos refresh. Side note i just want to say thanks for responding, out of 14 total postings or support tickets in 3 years these have been really good suggestions so far.
 


The bios update will not affect any OS drivers. It will update the microcode for your mobo, which can fix minor hardware bugs etc with how the mobo works with the components, including CPU/RAM/GPU.

Ok i want to ask one more thing before i do this(CMOS). is there anyway this could hurt my damage my system?
 


Absolutely not. All you are doing is really a 'super-restore-bios-default', (i just made that term up! :lol:)
It will clear the settings completely and reset to factory.
 


Ok so i did the Super restore bios default for my pc, sadly, no effect. heres new Hwmon temps, dont know if anything changed. Im ordering new thermal paste.

What thermal paste have you been using? Thermal Grizzly is prob one of the best. But the Arctic MX, or Silver 5 are good too. Let us know how you get on with that, and if it has any affect. You may also, just in case, if you have a modular PSU, then change GPU cables out. I'm not saying that's the issue, but it's worth doing anyway.
 


ok, I'm sorry I haven't replied I had some issues come up where I could not use my pc. Changing thermal paste with a cheap 15 dollar amazon paste did nothing to the temps. I do have a fully modular PSU but dont have the cords to change it. Im thinking of taking it in to be fixed professionally, in order to do that i want to narrow down the problem. What problem would you describe this as? a CPU issue?
 


It could be the CPU yes, I'd be more inclined to lean towards the mobo too.
 


Last thing i swear, what could be the problem with the inconsistent results? some games its fine, others its trash bad. Pubg everything is fine but warframe or the division are trash.
 
I know. I'm really scratching my head. For the gaming results, I would have said it's software related. Either OS/Driver or game settings etc. But you've reset, and re-installed everything.

That would lead me to the HD for the gaming results, and the HD/SSD at 100% usage would cause similar efects. But you've ruled that out too. Although temps are a little high, I don't think the CPU is throttling.

Ill have a re-read of your posts when I get home, and see if i can think of something I haven't already. I'm at work, and have limited time to answer or research.
