So i want to make this quick: i got a good PC about 2 years ago when i started to take Rainbow six siege competitive seriously, i had a problem called the CPU usage bug. The general theme would be that your CPU usage would skyrocket to 100% and cause serious stuttering. At this time i was committed to a team and with no fix in site i just kept playing. Additionally this bug took my Cpu to temps in the high 60's although ive seen people say 60 or 70 is fine but 80 is when you need to check something out. Fast forward to recently when i started playing some new stuff and i realized that some games my 6 year old pc could run at 300 Frames my new one only gets 150(csgo, warframe, pubg, insurgency). Is my CPU dying? So i trouble shot: Changing Ram=no change(enabling xmp in bios had no effect), Fresh installing windows=no change, changed herts, all settings on low for all games and lower resolution had little effect, changing power cords etc. I just want to know how would i even diagnosis this problem? Why do i keep scoring above average in bench marking tests but fall so far behind fps wise in games? What is dying in my computer that i need to fix?
I also want to add that when i play games like warframe or Csgo my task manager cpu and gpu usage stagnate at 30%, when my fps goes down the usage% goes down with it.
