Good pc low performance

Hey i'm having some troubles with my computer. On almost all the games I play, I usually don't really hit the 60 fps mark even on medium - high settings. I've watched people play the same game with the same graphics and computer, yet they get tens to hundreds more frames than me. I havn't overclocked because it leads to an instant blue screen. I've tried to unpark cpu cores, uninstall and re install gpu drivers, validating files on steam and more. I also don't have any viruses.
GTA V - 40-50 fps sometimes 60
CSGO - 100-120 fps
Rust - 15-40 Fps
the forest 50 - 60fps
outlast 2 - 55fps
CINEBENCH OPEN GL - 90.98 fps
CPU - 1039
I know these are playable frames but i payed $1400 and i'm concerned there is something wrong.

I use MSI Afterburner while I run a game, to show onscreen temperatures for CPU and GPU, clockspeeds for both, and usage for both. This will allow you to verify nothing is overheating, each component is operating at full speed, and that neither component is constantly at 100% usage, which it shouldn't be for most of those games. Something does seem wrong. 1080p right?

i use msi afterburner too, most of the time the gpu percentage doesn't get over 70% in almost all games. (power mode is set to maximum performance) even in games like rust, gpu percentages only reach about 30-60% despite being an extremely graphically intense game. all my games are on 1080p
