Ive had this computer close to 2-3 years now and it is running really badly and I dont know what to do, first Ill give you guys some specs then hopefully you guys can help me out

GPU: Radeon RX460
CPU: AMD A8-7600
RAM: 8GB
Brand new 1TB HDD
Low end Motherboard

I just bought GTA and my system meets the minimum requirements but it runs like trash. Its completely unplayable even after messing with game settings outside of the in game settings. Its extremely frustrating and Im not sure what wrong with it, anything helps thanks!

Solution
I don’t want to sound mean but that cpu does not classify as a ‘good pc spec’. It was a poor choice 5 years ago when it was released and is obsolete and very weak by today’s standards. I think your expectations need adjusting.
-A8-7600 temps with AMD Overdrive? Max operating temp for this cpu is 71.3C: http://www.cpu-world.com/CPUs/Bulldozer/AMD-A10-Series A8-7600.html
-RX 460 temps?
-One or 2 sticks? This game is known to use more than 8GBs of ram.
-A large open world game like this will run smoother on an SSD - faster map loading times.
-Make and model of power supply?
-Motherboard drivers up to date? Gpu drivers?
-Done any virus/malware scans lately? https://downloads.malwarebytes.com/file/adwcleaner
-Use any auto-install driver programs?
-Windows files are intact? https://support.microsoft.com/en-us/help/4026529/windows-10-using-system-file-checker

You've already got 2 things working against you by way of a weak quad core and the 8GB ram minimum.

-Not sure how to check my temps (and do you want my temps while playing the game or just my PC at idle)
-Im using 2 4GB sticks of RAM
  • GPU Drivers are up to date and i never knew there was motherboard drivers
  • I will do some virus scans tonight
-not sure what auto install driver programs are
- I will check my files

Check cpu temps with AMD Overdrive. You can use Msi Afterburner, or Gpu-Z for the RX 460.
Motherboard drivers can be found on the manufacturer's site. Enter the mobo make and model in the search bar.

Driver Booster 6, DriverEasy, are a couple of examples. They're garbage.

CPU Temps - 41.5C while idle

GPU Temps - 37C while idle

Just installed the mobo drivers (I think). It came up with a lot of downloads and I downloaded the "Chipset" driver

No offence but those specs are quite bad by today's standards. GTA has always been a very demanding game. But the best way i can see to get some better performance is to get rid of that HHD and put an SSD in there!
