Hi, the problem with minecraft can be because of Java, as it uses CPU rather than GPU if you dont have any MODs installed. So, try and Update your java and check again.

This sounds like a problem related to the game, none of us here (I think), work for Mojang/Microsoft. If everything else is running fine on that computer, then I would contact Minecraft support team.

I even ran the Valley Benchmark software and i got only about 20 fps
CPU's don't have drivers. What was your previous GPU? If it's for a different brand or architecture, then clean installing means you completely get rid of the old drivers. What is happening here is because you likely didn't.
