Discussion Good refurbished upgrade to replace a Dell Optiplex 9020 MT?

I'm having to type this message on my phone because my computer is out and I can't figure out how to make line breaks on my phone so I apologize for the wall of text.

I have a Dell Optiplex 9020 MT with a i7-4790 CPU, a GeForce GT1030 GPU, 32 GB of Crucial DDR3L-1600 UDIMM RAM (which I purchased and upgraded the computer with), a 2 TB SATA SSD, two internal SATA 6 TB hard drives, and a stock 290 watt PSU.

Unfortunately it is not currently working and seems to be broken after being badly manhandled by a moving company (it now has an error that says it can't find the boot device and none of the recommended troubleshooting tips regarding BIOS setting changes have worked - also one of the fans was ripped out of place due to the manhandling) and I have to use my phone right now to type this message.

I'm looking for a potential replacement and would like to upgrade but within a reasonable price, ideally $400 or less. I want to buy refurbished (as I always do, usually from Amazon or Newegg) and ideally I would like to get a computer that would be compatible with the RAM I bought as well as the GPU (unless it comes with a better one, which would be even better, as the GT1030 is very limited), which I also bought, so that those investments wouldn't would not be a total waste. I figure that I could save some money by buying one with less RAM and reusing the RAM I I bought. I also can clone its operating system to my SSD with Macrium, so it's OK if it has a cheap hard drive.

I want it to come with Windows 10 Pro and to have a quad core (or more) CPU that's better than the one I have. I want to use it for HD video editing.
 
Look for a refurbished Dell Optiplex or HP Elite with an Intel 6th gen or higher CPU. Ensure compatibility with your existing DDR3L-1600 RAM and GT1030 GPU. Check the power supply, warranty, and that it comes with Windows 10 Pro. Reuse your RAM and SSD to fit within a $400 budget.

After a bit of searching, I found several options that seemed good, but then realized that they were too small to fit my Blu-ray drive. I finally found one refurbished computer that fits my needs and is within my price range. It comes with 32 GB of DDR4 RAM, so I won't get to use my existing RAM sticks in it, but it seems that all computers with the better CPUs take three DDR4 RAM rather than DDR3. Still it's in my price range even without having to reuse the RAM. I've ordered it. Here's the link:
