Question Good specs underperforming

Specs : gtx 1070TI ryzen 3600 @4.2Ghz 2x8 3400mhz ram b450 gaming plus max motherboard

with these specs i should get consistent 180 fps and above in valorant and cs go for examble , But i get 120 to 150 on low settings , i tried to play on 1280x720 and still the same problem with all games

My bios and drivers are all up to date also powerplan and nvidia control panel are set to maximum performance .

Valorant : 20% usage with 50 to 60 C on 1440p i get 160 fps and drops to 130 then comes back to 160

Battlefield 1 : 70 to 80 % Gpu usage with 70 C on 1440p all low settings , gets lower with low resolution , tried 1280x720p and i get about 120 to 140 fps

Cpu : ryzen 3600 17% with 70C

ram : Gskill ripjaws v 2x8 3400mhz with 6 to 7 gb usage in game
mb : b450 gaming plus max
psu : EVGA G3 750 watt
