Question Google maps street views are blurry but Google Earth street views work fine?

I've had this issue of Google maps street views being blurry for about 2-3 years now and its only now starting to get in the way of my work. I'm getting this on my Windows 10 PC.

Here's what an average street view looks like to me on Google maps.
And here's what the same street view looks like on Google Earth.

ISSUES
  • Most of the time the maps are fully blurred
  • Some areas they're blurred in patches
  • Back button on the browser does not work (The url seems to change but the page does not reflect the changes)
  • The back button on the map does not work

CHECKED
  • Primarily using Brave Browser. Issue also persists in Microsoft Edge (Chromium), Mozilla Firefox and even Internet Explorer.
  • Issue tested with all extensions off, still not displaying street view clearly.
  • Tested with VPN on / off. Switched between Ethernet and wireless. No luck.
  • My laptop seems to load the street views just fine, so that eliminates any network configuration and leaves my PC as the culprit.

PC INFO
  • Windows 10 Version 1909 (Issue has been there for about 2 years now so we can presume it doesn't have anything to do with the windows version)
  • Brave Browser v1.18.77
  • Physical location is Melbourne, Australia. Using Telstra internet. (Assuming this shouldn't matter)

Not entirely sure where exactly to look to fix this issue.
Some kind of settings on my PC? Just not sure where to start looking.

Any help is appreciated.

Street view works for me on Firefox.
Based on the images, it looks like it's getting stuck in the in between when it moves from one image to the next when you move down a street.

Not sure how Windows 10 version could be the issue, but perhaps updating to the latest build of Windows 10 could solve it?
You are on 1909, latest version is 20H2 (we've gone past 4 digit numbers now. last version before this one was 2004 I believe)

If you don't have a version update when checking Windows updates, then you can get latest update from website

I'm not sure if you understood the problem correctly. Google maps consistently displays blurred images, there's no issue of it becoming clear when moving. Its ALWAYS blurred. Google Earth on the other hand displays street view just fine.

I know it might not be a Windows 10 issue, but I couldn't find any other relevant sub forums to post it to, hence I posted it here.

Also Windows version can't be the issue because this has persisted since before the previous versions. My laptop also has the same version and street view on google maps seem to work just fine.
