Hi folks!
So basically my problem is that every game i play on my computer lags. Its like a constant lag/stuttering/low fps when large and detailed areas occur. I've had this problem for a long while now, and I got a tip from someone that my CPU would be a bottleneck in my build, so i replaced it, but still get the same old freaking stuttering. I have got my drivers up to date, i have updated the BIOS, and I've tried literally everything! I ran Prime95 to test if my CPU was stable, tried to overclock it to like 4ghz, but it was perfectly okay, and no change in the stuttering. I cant think of anything that could possibly be causing the madness! My build should be powerful enough to run all the games I have. Some examples are Hitman: Absolution, Crysis 3, Sleeping Dogs, BF3 etc. Hitman and Sleeping Dogs doesn't run smooth on higher than LOW, and even lots of lagging in Hitman, just to give you guys a perspective. My specs are:
Gigabyte GA UD3 mobo
HD 7850 DirectCU2 gpu
1tb seagate hdd
600w corsair psu
amd fx-8320 8-core cpu
2 sticks of 4 gb corsair ram
Please if anyone has any clue of what my problem could be, then please leave a comment!

I did all the things you guys suggested, but it didn't help. Any other clues? It seems like there must be something with the cpu, cus i can run bf3 singleplayer on ultra fine, but not multi... Since multiplayer is much more cpu related, I thought that it might be the cpu. Crysis 3 though, doesjn't run smooth on any higher settings than low-medium in singleplayer... don't know if crysis is more cpu related...
Also it seems like games powered by nvidia tend to lag much more on my card. Like crysis 1 and 2 is powered bynvidia, and it lags much more than crysis 3, and crysis 3 is amd...

I ran prime again and there were no errors. The temp was stable at 45 degrees

yes, when i had it clocked up to 4ghz it was much hotter, but now that i reset my BIOS and took away the overclock, its much cooler. its running at 3,5 ghz stock speed

I don't see why its a problem... can you explain?

They refer to the card being quite a bit slower than a 660. Now from a GTX 660 point of view with newer games to day you tend to be able to run games on medium to high, sometimes ultra settings. Also I see that in almost all the tests that the Frames are all over the place. Very low and high etc. So it might be whats causing the stuttering. I don't know but It might be the card? Is it possible for you to test the card on another system or test a friends one on your system?

I'm just thinking of what It can be. After everything you have done and swapping out the CPU for the higher one I don't see what the issue can be except maybe the graphics card.

I actually tested my card o9n my friend's system, and it ran bf3 on ultra with 50-60fps. But it is quite odd, cus bf3 actually runs better than sleeping dogs and hitman absolution in my system...

then you might have to overclock back too 4ghz to unbottleneck your card it seems you might have a defective cpu overclock for now and call amd to start the rma process and they are supposed to pay for shipping not you

the rma prosess?

i ran prime for 4 hours and the temperature was at 60c max. This was offcourse with an overclock to 3,9ghz, but I ran prime for a long while with stock freq. and then it was stable at 45

because i just didn't want to overclock it any further. 4ghz is an overkill for games. You simply don't need that high clock speed. Even 3,6ghz would do, so I just pushed it up to 3,9
