GPU 2 0% Usage, Crossfire Problems

I posted about this before but I got no answer. Anyways, my rig has changed now yet I still have the same problems. I have two Sapphire Fury Nitro's running in CF yet in all games like BF4, and benchmarks like FurMark, Furmark shows 2 cards with crossfire enabled on top but when it lists gpu's, there is no 2nd. GPU usage is 0% and usually 20C cooler then the main card. I have tried all driver versions, doing a clean uninstall before each install ( Running Crimson 16.10.3 right now). Ran all games/benchmarks in fullscreen. Used AMD Predefined Profiles for all Games and benchmarks as well. Clean windows installation was also done. Tried switching slots on mobo. Power and temps are fine. ULPS is off and both cards have been tested. Tried uninstalling all outside utilities with no result. I attached a pic of GPU-Z. Specs below.

Ram: G.Skill Ripjaws V 2x8 GB 3000mhz (XMP Enabled)

GPU: Sapphire Fury Nitro (2x)
WLAN Cardl ASUS AC-56
Case: Phantom 820
OS: Windows 10 Pro

I was waiting to see if someone was going to say this and thanks for your response but there is no longer a crossfire cable/port for the later gen cards of AMD. *facepalm*

In GPU-Z and other programs, Crossfire will be on, showing 2 GPUs. The primary card is the one with the accurate readings according to Sapphire which is GPU #1 in my case. Along with that, make sure everything else has been checked off.
