Question GPU 3D 100% and poor performance (RTX3090)

So I was tuning up my system for fan control, I'm a game - nothing to taxing, world of warcraft - flipping between the game a icue and chrome and things start going dog slow in terms of graphics. Literally cannot watch a youtube video with a game in the background - just breaks, stops etc.

I've updated to the latest Nvidia driver and windows is on the latest version. The CPU is a 5950x, GPU is a 3090 and 32GB ram @ 3800Mhz. It's custom watercooled, the cpu doesn't go above 50c under full load and the CPU maxes out at 60c at full load.

What's going on?

On the "old" Heaven Benchmark 4.0 the score is 5366 (1080p, 8xaa, ultra, extreme).

The problem doesn't seem to be in the games it's just when it flips into multitasking having one application running over a game for example.

I have another PC with a 3070 and checked the same on that - it was fine. It looks like a setting in the Nvidia Control Panel -> Display -> Change Resolution, option 3 was sent to "Use default colour settings", changing this to "Use NVIDIA colour settings" resolved most of the issue, though the GPU isn't throttling up to 100% it is sitting at 30 - 40%. I suspect there is another setting causing an issue somewhere.

I'll do some comparisons between computers -
  • RTX3090, 5950X is running at 3840x1600 @ 160Hz Gsync (though not limiting frames in game) - LG widescreen monitor.
  • RTX3070, i7-9700k is running 4k @ 120Hz Gsync (limiting games to 120fps) - LG OLED C9.
