my games will dip down to 0 for 3-5 seconds on any game because the usage dips on both, ram doesn't. also this did not happen when running stress tests like prime 95 and furmark im thinking its my hdd its very old can someone confirm?
Yes it might be your HDD. To be more sure, download Msi afterburner and check the CPU/GPU usage and temps while gaming. Check in task manager if any process is also using a lot of resources. Make sure your drivers and windows are up-to-date.
Download a testing tool for your HDD. Manufacturers usually have these tools so go to your HDD manufacturers website and download the tool. Are your drivers up-to-date?
because the model is a laptop drive and its from toshiba (about 4-6 years old) so it had no drivers or tools i used a 3rd party tool (S.M.A.R.T) it said it had 378 reallocated sectors and 11 pending ones also power on count is low so would this cause the frames drops?

temps are fine hitting around 50c max while gaming and around 70c when stress testing all drivers are up to date and no process is taking up my resources so i just ordered a wd blue 1tb hope it fixes my problem
